Offically no, copyright is what it is so you can’t use it if you’re making a commercial gain or not. Of course there is no way to uphold such things so people do do covers and put them on the internet, and a lot of bands give their approval if it is for a non commercial gain reason.. but their permission is still need legally.
The fact that you are uploading it means you are making it commercialy available.. so need offical approval. Live covers are different as the venue cover and pay the copyright by signing up with PRS.
It shouldn’t really be a problem doing a fan cover for fun, maybe send a link of it to the band and get their go ahead and then there won’t be a problem :)
