I think that’s more of a Spitfire thing than an iTunes thing. iTunes releases it where Spitfire tells them to

The whole purpose of that is to get people to going to iTunes for T? stuff so the band has another avenue (potentially big one at that) of distibution.

Just doesn’t make sense they don’t make the tune available in all iTunes regions.
