Is it hard to set up a web site?

Been meaning to do this for years, set up a web site with old mag interviews from PL and T? etc. Is it hard to do, bearing in mind that i’m not shit with computers but i’m not great either. I was was hoping just to scan the mags and put them on a site. Any info/pointers are welcome.

ps i use dreamweaver and its an arsehole, in theory it should be simple to use but its not. and photoshop for images, part of the adobe creative suite 3, expensive software, if you dont know the right ways of obtaining it ;)

Ok, now i just scanned a few pages, 5 to be exact, and its JPEG and the 5 pages come to 8MB. Now I only have 60MB on the site so am i pissing against the wind here? What is the best way that i can do this? I want to get good quality scans but at the same time i don’t want some one to be waiting half the day to download them.
