As far as I understand spotify it’s an online music library you can freely access as music is only streamed and not for download.

Also, you can make playlists for people on Spotify, which is basically what Muxtupe was all about anyway (except you can only choose songs that are already on Spotify). Charlie Brooker has a pretty funny take on it here:
