That’s because some genius decided to include the Adverts and the Avengers instead of the Sex Pistols and the Clash, who would clearly have gathered more votes.
The reason why punk is considered more British than American is because of the popularity of the British vs American punk bands. The Sex Pistols had #2 singles in the charts and caused public outrage (Bill Grundy), whereas the Ramones never made it to that level of popularity in the States.
