I think the specs on it are like 28fps with a refresh rate of 60Hz. In most of Europe, they use the PAL format, which is like 22fps with a 50Hz refresh rate. And of course, since the French are assholes, they have to use their own format, which is called SEACAM. Anyways, one format will not play in another type of VCR. There are VCRs that can play PAL and VHS, and I know of one model that will play 6 different formats, but it’ll cost you around $1000USD. You can also have the tape converted by a video retailer for a modest price.
